Development Manager – Multifamily Construction

Our Client is a well-established construction firm specializing in the development of multifamily apartment complexes. They are seeking an experienced Development Manager to join their Indianapolis office and lead projects from acquisition through preconstruction, before handing them off to the Project Management team for construction.

Position Overview

The Development Manager will oversee the full development lifecycle of multifamily projects—from deal closing and early-stage planning through the completion of preconstruction. This role is responsible for driving projects from concept to construction-ready status, ensuring strong coordination with internal teams, design professionals, consultants, and external stakeholders. Once preconstruction is complete, the Development Manager will seamlessly transition the project to the Project Management team for the build phase.

Key Responsibilities

• Lead multifamily projects from acquisition/closing through the entire preconstruction phase.

• Manage due diligence, site analysis, entitlements, zoning, permitting, and regulatory approvals.

• Coordinate with architects, engineers, consultants, and internal teams to develop project designs, budgets, and schedules.

• Prepare and refine project proformas, cost estimates, and financial models to support decision-making.

• Oversee value engineering, constructability reviews, and preconstruction planning to optimize cost, schedule, and quality.

• Facilitate communication and collaboration between development, design, and construction stakeholders.

• Ensure all preconstruction deliverables (drawings, specifications, budgets, schedules, and contracts) are complete and accurate.

• Successfully hand off fully prepared projects to the Project Management team for construction execution.

• Track project milestones, risks, and opportunities throughout the development and preconstruction phases.

• Represent the company professionally with owners, municipalities, and external partners.

Qualifications

• Proven experience as a Development Manager (or similar role) on multifamily residential projects (multifamily experience is required).

• Strong understanding of the full development process, including acquisition, entitlements, design, and preconstruction.

• Experience preparing financial models, proformas, and detailed project budgets.

• Excellent organizational, communication, negotiation, and problem-solving skills.

• Ability to manage multiple projects and priorities in a fast-paced environment.

• Proficiency with Microsoft Office Suite and relevant project/development software.

• Bachelor’s degree in Real Estate, Construction Management, Engineering, Business, or a related field preferred.

• Relevant industry experience and local market knowledge a plus.
